Township to borrow money for wide range of projects
WHITEMARSH — The Board of Supervisors agreed to approve an ordinance that will incur $15 million of non-electoral debt with a 4-0 vote at its regular meeting Thursday.
Ordinance No. 876 was passed after Supervisors David Brooke, Leslie Richards, Kelly Wall and Robert Hart voted in favor. Chairwoman Sara Erlbaum was absent from the meeting.
The money, which will be borrowed from the Delaware Valley Finance Authority, will be used for a variety of projects including open space acquisitions, park improvements, wastewater system improvements, computer software acquisition, storm water collection improvements and improvements to the township building and facilities.
The largest portion of the funds, an amount of approximately $8.5 million, will go toward the acquisition of the Angus tract of Erdenheim Farm, according to township manager Chris van de Velde.
“That will be the biggest part of the money. One of the other major parts will be storm water projects, which will cost a couple million,” he said. “We’ll use it for the first phase of the Kunz park project and to buy a sludge press. There are a variety of things we will be using the money for over the next two or three years.”
Van de Velde went on to say that the township is not locked into a specific debt service, and that they can discuss with financial advisors the best method of repayment. There is also no penalty if the debt is prepaid in the first year or two.
Robert Franz, a resident of Wildflower Drive, addressed the board during the public comment portion of the meeting.
“I am imploring you to realize that if you get this money, it’s taxpayer money. Use this money instead of the budgeted money, not in addition to the budgeted money,” Franz said. “Please get the best value out of the money for the township. Please continue to do that. Please guard it carefully and be frugal with it.”
Supervisor Brooke responded, “You have all my assurances that that’s what we are looking to do.”
Supervisor Richards added that although they are supervisors, they are also township residents and “don’t want to see the taxes go up either.”
